Think Tank
Background
The SBCI Climate Change Think Tank is composed
of invited experts on energy efficiency, climate change, and the
building and construction sector from around the world. The Think
Tank is coordinated by a Chairman appointed by the SBCI Board.
Participation in the Think Tank is on a
voluntary basis and does not carry any
remuneration of the Think Tank members. The Think Tank is provided
with a limited operational budget for expenses associated with its
work (communication, purchase of literature, access to databases
etc). The Think Tank reports to the SBCI Secretariat and to the
SBCI Board.
The Think Tank works by means of telephone
conferences, e-mail and on line exchange of information. The members
will however meet physically twice a year in connection with the
SBCI annual workshops and the SBCI annual meetings.
The Think Tank is open ended, meaning that
there is no absolute deadline for the Think Tank. However, at the
first SBCI workshops in Changsha, China on 16-18 October 2006, the
Think Tank is expected to deliver preliminary recommendations.
Task for the SBCI Think Tank
Based on the VTT report and any other information and materials
that the Think Tank can access, carry out an analysis to respond
to the following questions:
- Is the current situation in the BC sector (VTT study Chapter
1) correctly
described? Are there any major factors or areas where information
is missing or need to be better qualified?
- Is the identification of the most essential factors influencing
the energy
efficiency in the construction process and in buildings correctly
described? Are there any additional factors and/or regional variations
that need to be included to provide a better picture?
- Based on the findings from the above, identify the major needs
and
recommendations for interventions by different stakeholders, in
order to achieve a wider uptake of energy efficiency opportunities
in the planning, programming, design, construction, use, maintenance,
recycling and demolition of buildings. The recommendations shall
be developed with focus on interventions that would generate a
systematic and lasting impact. By necessity, due to climatic conditions,
as well as economic and social conditions in different countries,
these recommendations are expected to address conditions in different
kinds of countries, rather than individual countries. The recommendations
will be presented in a report that shall be circulated for peer
review before finalization.
- From the above, provide recommendation to SBCI on specific
interventions that SBCI may undertake in order to systematically
improve the energy efficiency of buildings.
Ouput
The Think Tank participated (in full or by selected members) in
the SBCI
workshops in Changsha, China on 16-18 October 2006. At that meeting
a full day Roundtable on Energy Use and Climate Change Impact was
organized based this roundtable on the VTT report and preliminary
findings by the Think Tank. The continued tasks and focus of the
Think Tank will be elaborated based on the report and the outcome
from the Roundtable.
